贵州开发区体制转型之思考

A Consideration of the System Transformation of Economic Developing Zone in Guizhou

本文针对贵州开发区规模小,存在明显圈地、飞地行为,开发区企业自主创新不足等特点,引入蛛网模型进行论证,认为开发区政府体制转型是关键。体制转型应从几个方面入手:从单一追求经济增长速度向追求速度和效益相统一的方向发展;产业结构选择要从工业为主转向工业和服务业协调发展;健全信用体系;改革金融融资制度,大力引进风险投资,创新投资退出机制等。
