高校的根本任务是培养人才,所以高校党建工作必须紧紧围绕和服务于人才培养,由于高校基层党组织处于教育教学工作第一线,在实现人才培养目标中起着至关重要的保证作用,能否真正担负起这种保证作用,取决于基层党组织作用的发挥,取决于党员、干部的素质,而这一切又取决于如何加强和改进基层党组织的建设,为人才培养提供坚强的思想、政治和组织保证。

The basic task of university is to cultivate qualified personnel,so party construction in university must attach great attention to and serve for the task.As they are on the forefront of educating and teaching,grass-roots party organizations in university are undoubtedly the important guarantee of carrying out the task.However,whether they can undertake actually the function of the guarantee depends on the play of the grass-roots party organizations and the quality of party members and cadres,which above all,depends on how to strengthen and improve the construction of the grass-roots party organizations to provide the guarantee in thought,politics and organization for qualified personnel cultivation.
