提出了一种全局搜索寻优算法,在满足辅助服务市场所需辅助服务的前提下,可使购买成本最小.此招标方法主要考虑到AGC、旋转备用、非旋转备用以及后备备用这几类辅助服务之间所具有的分级可替代性,在多种辅助服务同时提交报价的前提下,优先满足高质量辅助服务的需求.实例表明该方法不仅简单有效,而且与美国加州辅助服务市场曾经采用的顺序法相比,更加节省购买成本.

A global optimization approach is proposed to minimize the cost when the demand of ancillary service is met.Although the grades of the ancillary sevices,eg AGC,spinning reserve,non-spinning reserve and replacement reserve are different they are replaceable.The best quality ancillary service is the first met when various of ancillary service are bidding in the same time.Case studies show that the method is effective,feasible and cost-saving,comparing with sequential method.
