摘要
理性官僚制是马克斯.韦伯法理型权威下的一种理想组织模式,该模式的制度设计主要包括专业化分工制、等级制、终身制、契约制四个方面的内容。由于这种制度设计在实践中出现诸多弊端,因此新公共管理的政府再造有针对性地提出了克服等级制的弊端,谨慎使用长期合同,准确对待分工制和限制使用终身制等制度设计的方案,在制度层面对官僚制进行了超越和修正。
Rational bureaucratic system is an ideal organizational mode under Max Weber's rational authority,whose model design includes a specialized division of labor,hierarchy,tenure and contract system.However,this design of system had many problems in practice,therefore reorganization of government of the new public management put forward a targeted flat organizational structure,appropriate use of short-term contract system,accurate treatment of the division of labor system and sound system design and personnel systems programs,so as to transcned and amend the institutional bureaucracy.
