Legal Analysis of Affordances of Market Players for Farmers’Professional Cooperatives ——Take Experiences from Qingdao Farmers’Professional Cooperatives as an Example

市场主体地位的充分性对于农民专业合作社的生存与发展意义重大。然而，现实中由于合作社法人本身没有形成实质意义的资产、资产积累欠缺、国家扶持资金被套取以及合作社资产的稳定性欠缺等问题影响了其市场主体地位的充分性。因此，各级地方政府应尽快出台《〈农民专业合作社法〉实施办法》，通过内部强化合作社制度，外部加强政府监管，双管齐下，增强和保障农民专业合作社市场主体地位的充分性。

The affordances of market players is of great significance to the survival and development of farmers＇ professional cooperatives. However, in reality, there exist a series of problems as no assets in a real sense possessed by cooperatives body, lack of funds, state support capital having been realized and instability of cooperative asset, which posed a certain effect on affordances of market players. Due to the above, local governments at all levels should lay down ＂ Implementing Measures for Farmers＇Professional Cooperatives Law＂ as soon as possible,and try to strengthen and guarantee its affordances through both strengthening the cooperative system internally and strengthening government regulation externally.
