大学发展模式转变与“十二五”发展规划编制

Changing University Development Mode and Formulating the Twelfth Five-Year Development Plan

我国经济结构、社会发展方式转变推动着高等教育发展进入转型期，高等学校发展模式，由注重外延式发展转到更加注重内涵式发展；由飘忽不定、模糊发展转变为“规划”发展。学校“十二五”发展规划应着力解决人才培养质量、创新能力和社会影响力这三个影响高校核心竞争力的问题，把着力点放在加强制度建设，建立激发机制；创造有利于教师创新的软环境；科学设定发展目标；认真设计行动策略；切实将规划落实在行动中上。

The change of China＇s economic structure and social development mode is promoting China ＇s higher education into the transitional period with higher education development mode changing from focus on extensive development to focus on intensive development, from obscure development to planning development. The Twelfth Five-Year Development Plan for Qingdao Agricultural University is intended to exert all efforts to solve the three problems that could influence the core competitiveness of universities, namely, the quality of personnel training, innovation ability and social influence. And focus should be put on strengthening institutional construction to build the excitation mechanism;creating soft environment conducive to teachers＇ innovation;scientifically setting development goal;carefully designing strategy of action;and finally effectively putting plan into action.
