村民自治制度下村规民约的完善——基于四川成都下属区县三镇的调查

Improvement of Village Regulation under the Villagers’Self-Government:Basing on the Investigation of Three Towns of Chengdu

村民自治是我国农村基层民主建设的有效形式,其发展与村规民约的建设密不可分。本文结合问卷数据和调查资料,通过实证研究方法和统计方法,对村规民约的现状及其在村民自治中的实施效果进行了分析。研究发现,有效执行村规民约对村民自治有重要的推动作用,在此基础上,提出了有效执行村规民约的建议及对策,以保障村民自治沿法治化轨道顺利推进。

Villagers＇ self-government is an effective form of rural grass-root democracy, and its development is connected with the construction of the village regulation. Through empirical research methods and statistical methods, this article will analyze the current state of village regulation and the implementation effect in villagers＇ self-government basing on the questionnaire and investigated data. The study founds that the effective implementation of the village regulation had an important role in promoting villagers＇ self-government. On this basis, this article will put forward some countermeasures about the effective implementation of the village regulation to promote villagers＇ self-government along the orbit of the rule of law.
