跨界流域生态补偿机制的实践与反思

Study on the Practice of the Transboundary Ecological Compensation of Basin

流域生态补偿是近年来兴起的一种环境经济政策,由于其涉及范围广、利益关系复杂,目前还处于以地方政府为主导的试点阶段。从试点情况看,地方的实践主要集中在中小流域上下游间的跨界生态补偿问题。尽管该政策对地方政府治理流域水环境的激励效果较为明显,但由于欠缺财政上的配合考量及相关配套措施的制定,逐渐显现出一定的局限性,有必要加以改进。

The ecological compensation of basin is one kind of environment economic policy which emerges in the recent years. Because the policy is involved in many fields and complicated interests, it is still in the stage of experiment oriented by local administration presently. Through an analysis on the policy＇s experiment, the practice of local administration about it focus on the transboundary ecological compensation of the small and medium-scale basin. The policy has achieved clear effect in promoting local administration to protect water resources of basin. However, on account of lacking financial arrangement and relevant measures, the policy has exposed some drawbacks and need to be improved.
