中央和地方政府权力分配问题一直是行政学界关注的热点。文章认为我国中央与地方政府之间存在权限分配缺乏制度规范,条块关系不顺,政府主导利益异化,且监督制约机制不健全等诸多困境。因此,政府要进一步转变职能,进行中央与地方关系的法制化建设,建立中央与地方纠纷解决机制,利用现代化的管理手段促进中央与地方政府协调发展。

The power distribution between the central and the local government has been the focus of attention. At present,the central and local authority distribution lacks system of norms, the interests of the government-led alienation, and the supervision mechanism not perfect, and many other issues. Therefore, it is necessary to further trans from the functions of government, enhance central and local legal construction, establish the central and local dispute resolution mechanisms, use modern techniques to improve coordinated development between the central and the local governments.
