大学必须拥有强大的创新能力,以加强大学引领文化的地位;科学的本质是求知,大学的根本目的是教会学生学,学生学好。同时注意到大学学科专业结构与社会经济发展的质量认同意识趋强,并要把新知识转变为经济价值,为社会经济发展服务。明确高等教育的基础性、全局性和主导性的作用。

The paper argues that colleges and universities must possess strong capabilities for innovation and that college culture should be innovation-oriented. The scientific nature of higher education lies in seeking knowledge while the fundamental goals are to teach students how to learn and how to learn well. Given the fact that the layout of university specialties and curriculum arrangement are increasingly connected with the quality of socioeconomic development, colleges and universities should attach great importance to the transformation of new knowledge into economic output to better render service to socioeconomic development. All in all, the fundamental, overall and leading role of higher education should be recognized.
