基于最高限价的武器装备价格规制模型研究

Weapon and Equipment Price Model Based on Price Cap Regulation

在研究最高限价规制模型的基础上,针对现行成本加成定价法的不足,结合我军武器装备价格工作的改革实际,设计了一种基于最高限价的武器装备价格规制模型,对武器装备进行合理定价,并从成本、质量和激励度3个方面对模型进行了效率与特点分析。实例表明,该模型的应用可以提高武器装备经费的使用效益和军工企业经营管理水平,使军方和军工企业呈现双赢的局面。

The price cap regulation model was analyzed and studied.In order to overcome the limitations of cost-plus method,a weapon and equipment price model based on price cap regulation was designed to price the weapons while the reformation actuality of army′s weapon and equipment work was taken into consideration.The model′s efficiency and specialty were analyzed through the aspects of cost,quality and inspiritment.The practical results showed that this model could improve the efficiency of equipment acquisition funds′ and could promote the management level of war industry enterprise.Furthermore,it achieved the win-win situation between the army and the enterprise.
