摘要 运用最大模糊熵原理,根据海事局人力资源结构特点,构建人力资源结构合理性度量模型,采用定性分析与定量分析相结合的方法,对海事局人力资源结构合理性进行科学评价,通过实例仿真,验证了该模型的可行性。旨在科学评价现有人力资源结构的合理性程度,通过采取相应的对策实现人力资源的优化配置。 The maximum fuzzy entropy principle was employed to establish the rationality measure model of human resource structure according to the characteristics of human resource structural in maritime safety administration (MSA).And the reasonable degree of structure for MSA was scientifically evaluated by qualitative analysis and quantitative analysis.The feasibility of this model was verified by the example of simulation.The rationality degree of the existing human resource structure was evaluated,so as to achieve the optimal allocation of human resources by taking the appropriate measures.
