农业大省农业发展方式转变的路径——基于城乡统筹视角并以湖南省为例

Path conversion of agricultural development in agricultural province during urban-rural integration: Taken Hunan province as an example

目前中国总体上已进入以工促农、以城带乡、加快改造传统农业、实现中国特色农业现代化的关键发展阶段,但在城乡一体化发展初期,包括湖南省在内的许多农业大省农业发展方式转变还面临着诸多困难和矛盾,如粮食安全责任与地方发展目标之间的矛盾,小规模分散经营与大市场集约化的矛盾,农业资金严重短缺与农村资金不断流入城市的矛盾,农业优质人力资源短缺与农村劳动力剩余的矛盾。摆脱困境的根本出路在于把农业发展方式转变纳入新型工业化、新型城市化体系中来统筹谋划,在工业化、城镇化的带动下,推进农业现代化,促进农业发展方式的转变。

China has entered the stage by urging an agriculture with the industry, bringing countryside with the city, and symbiotic interdependence of urban and rural, entering crunch by accelerating to reform the tradition agriculture, to realize agricultural modernization with Chinese characteristic. But some agricultural provinces including Hunan are facing many conflicts in transition： food security and local development, small-scale scattering management and marketization, agricultural funds shortage and agricultural funds outflow into cities, shortage of better agricultural human resources and rural surplus labor. Hence this paper suggests the tasks and measures for agriculture modernization is to overall plan industrialization, urbanization and conversion of agricultural development, to promote agriculture modernization and the conversion of agricultural development pattern driven by industrialization and urbanization.
