高校知识产权战略实施的现状、问题与对策——以江苏高校专利工作为视角

Status Quo,Problems and Countermeasures on the Implementation of Intellectual Property Strategy in Colleges and Universities——From the Perspective of Patent Work in Colleges and Universities,Jiangsu

我国高校目前存在专利申请、授权数量不断攀升与专利实施率低、专利维持时间短、授权专利质量不高等现象和问题。究其根源是高校对专利制度的误读及由此导致的实施误区。如何改善专利工作以达到《国家知识产权战略纲要》的要求成为高校亟待解决的问题。从专利制度设置目的和高校实际情况出发,未来高校专利工作应以促进高校科技创新能力的提升、增大高校专利对国家经济增长的贡献率为目标,以提升专利质量为核心,保护与实施并举,以管理制度、服务模式创新为突破口,全面贯彻实施国家知识产权战略纲要。

Currently, rising number of patent application and authorization, low implementation rate, short patent time-limit and low authorized patent quality exist in the colleges and universities in our country, which resulted from the misunderstanding of patent laws and regulations and related practice by colleges and universities. It becomes a pending issue that how the colleges and universities improve patent work so as to meet the requirements of the National Intellectual Property Strategic Outline. Considering the purpose of patent system and the practical status of colleges and universities, the patent work of colleges and universities shall be focused on the improvement of patent quality, an enhanced hi-tech innovation capability and an increased contribution to national economy. The high education institutions shall protect and implement the patent, make breakthroughs by management system and service mode, and comprehensively implement the National Intellectual Property Strategic Outline.
