改革开放以来,农会作为市场经济和村民自治发展的产物应运而生,在少数民族地区的乡村公民社会培育中发挥积极作用;如凝聚原子化的村民个人,唤起村民参与公共事务的热情。以乡村社会组织形式制约基层政权,防范行政权力对村民利益的侵犯。此外,还有助于协调乡村社会关系,化解乡村社会矛盾,促进乡村秩序的稳定和谐,减轻基层政权的压力,并建立起农会自身的权威。

Since the reform and opening - up, farmers associations, the outcome of market economy and farmers＇ autonomy, have come into being and is playing an active role in building rural civil society. The significance of farmers association is represented in these aspects： uniting peasants who were in atomic state, warming up farmers＇ enthusiasm of participation in public affairs, restricting to an extent the rural administrative power lest it invades farmers＇ right, and helping reconcile conflicts in rural areas and release the pressure on grass - root authorities and build up the authority of farmers associations.
