川中丘陵区森林经营利用与保护存在的问题及其对策研究——以三台县为例

A Study of Problems and Solutions in Forest Management and Conservation in the Hilly Region of Middle Sichuan

四川丘陵区人多地少、人地矛盾突出、地块破碎,森林覆盖率低,人工低质低产林较多,这些特征影响了林权改革后森林的可持续经营。因此,探讨四川丘陵区林权改革后森林经营与保护中存在的问题与对策有重要的现实意义。本文以四川丘陵区典型代表县三台县为例,分析了丘陵区林权改革后森林经营利用和保护存在的问题,并提出了相应的经营利用和保护对策。

The hilly zone in the Sichuan Basin has excessive population,fewer farm land area per person,plot fragmentation,lower vegetation cover and much lower-benefit forest ecosystem,and thereby this characteristic has impacted ths sustainable management of the forest ecosystem after the reformation of forest usufruct in this region.An analysis is made of problems in the forest sustainable management after the reformation of forest usufruct and corresponding solutions are also put forward in this paper.These suggestions will be beneficial to the sustainable management of forest ecosystem after the reformation of forest usufruct in the hilly region of the Sichuan Basin.
