摘要
义务教育均衡发展是我国现代化均衡发展战略的组成部分,利益调整是其最终归宿,其决策必须建立在利益相关人的利益表达基础上。我国义务教育均衡发展前期的决策和利益表达出现了分离,这和利益表达沟通中介的功能缺失相关,更深层次则与我国现代化是世界现代化的"后发部分"特点相关。义务教育均衡发展要实现决策和利益表达的结合,必须进行教育决策模式改革,实现利益主体的回归。
Balanced development of compulsory education is one component of modernization balanced development in China,it aims at benefit adjusting and needs decisions based on benefit expression.Relating to Chinese late-development of modernization,communication intermediary lose their function and result in separation of decision-making and benefit expression before in balanced development of compulsory education.The mode of educational decision-making must reform for the combination.
