The military talented personnel are out of the academy and employed by the basic level units.The academies are the bases for training military talented people,and its educational effect will be affected by numerous factors,among which is the personnel mechanism of the basic level units.In view of the basic functions of academy education,the problem of personnel mechanism existed in the basic level unites and its influences on the academy training effects were analyzed,and numerous fundamental measures taken for overcoming the problem proposed.
