摘要
我国粮食储备管理需要进一步解决的主要问题是：储备粮管理整体协调机制不完善;粮食储备的品种结构有缺陷,布局网点还有待优化;中央储备粮的保管费用不断上涨,轮换风险大;粮食流通面临跨国企业的垄断竞争;地方储备粮体系建设滞后,仓储资源利用不足等。针对这些问题,提出了完善粮食储备管理制度的政策思路和若干建议。
The main problems to be further resolved in China＇s grain reserve management are：1.unsatisfactory mechanism for overall coordination of grain reserve management;2.defects in the variety structure of grain reserve and its arrangement network needs optimizing;3.continual rise in the storage costs of state reserve grain results in high risk for shifts;4.grain circulation faces competition of monopoly from multinational enterprises;and 5.the lagging behind of local grain reserve system construction and the deficiency of storage resources.In view of these problems,this paper puts forward policy ideas and several suggestions to improve grain reserve management systems.
