摘要
"省管县"改革是一个涉及政治、经济、文化、地域等多方面因素的复杂系统工程。因此,地方政府在推行"省管县"过程中,只有转变政府职能,适当调整行政区划,完善监督约束机制,推广电子政务建设,才能保证"省管县"管理体制改革的成功。
Province-tube-county reform is a complicated systematic project involving political, economic, cultural, geographical and other factors. Therefore, in the implementation of the province-tube-county reform, this paper points out only by transforming government functions ,adjusting administrative divisions appropriately, improving supervision and restraint mechanism,promoting e-government can the success of the province-tube-county management system be ensured.
