以法为本与以人为本

Law-oriented and People-oriented

以法为本,就是依法治理,简称"法治"。以人为本,就是指一切从人出发、以人为中心。以法为本与以人为本在很多情况下,内容上有所交叉,本质相同。以法为本与以人为本作为治国的两种良策,二者相辅相成,缺一不可。在治国层面上,必须是以法治立国为主,辅之以德治。在具体的社会实践中,要处理好以法为本与以人为本的关系。尤其是司法机关,更应该多谈些"以法为本",少谈些"以人为本"。

Law-oriented means ruling by law, shorter form ＂rule of law＂. People-orlented means proceeding from people in all work, keeping the human at the center. Law-oriented and people-oriented, in many cases, cross somewhat in the eontent, are identical in nature . As the country＇s two kinds of good policy, they are indispensable. Building up the country must mainly depend on the riding of law, supplemented by ruling of virtue. In specific social practices, we should handle the relationship of the two. Particularly the judiciary, should care more about ＂law-oriented＂ and less about ＂people-oriented＂.
