摘要
本文借鉴欧盟、日本、英国、美国等世界主要工业化国家(地区)低碳发展的能源政策,结合我国低碳发展的现状和对未来趋势的预测,提出我国低碳发展的对策。认为政府应成为引领低碳经济的主体,在充分借鉴各工业化国家的政策基础上,从能源改革入手,提早进行能源产业布局,闯出一条有特色的能源发展之路。
Based on the low-carbon development energy policy experiences from EU, Japan, UK, US and the world＇s major industrialized countries （regions）, combined with China＇s low-carbon development status and projections of future trends, the paper proposed China＇s low-carbon measures. The Government should take the leading place in the low carbon economy procedure, based on energy reform for the energy industry layout in advance, in order to form a distinctive energy development way.
