On the Root Cause of the Financial Crisis From the Perspective of Ruling by law and Its Enlightment

美国法律对美联储宽松货币政策规范不力,对信贷管制松弛,对金融机构监管不到位,对金融技术与制度创新保持协调发展缺乏规范等是国际金融危机爆发的根本性原因。金融危机的教训也启示我们:防范和应对金融危机,必须坚持从完善法律规范的角度来夯实制度措施,从"危机"的教训中来进一步提高应对危机的研判力,从国情出发来科学确定对策,在应对"危机"中健全经济金融科学发展的法律措施。

The basic causes of the international financial crisis are the Federal Reserves easier monetary policy standardized inadequately,slack in controlling credit,the supervision development of financial institutions being not in place,lacking a harmonious development among the innovation of the financial system and technique.The current financial crisis has come as a revelation and a lesson to us：To prevent and cope with a financial crisis,measures from the aspects of improving law norms should be strengthened,further improvement on the capabilities to handling financial crisis from the crisis lesson should be made,policies in light of our national realities should be formulated,the laws and rules concerning financial and economic scientific development in coping with a financial crisis should be improved.
