结合水利信息化建设项目前期工作文档编制涉及的3个行业标准，阐述了水利信息化项目建设中前期工作的重要性、工作中的阶段划分和所要解决的重点问题，提出了在实际工作中运用3个标准的一些体会和思考。

In line with three industry standards involved in working out documents for prior period of water resources informatization construction project, the author expounds significances of prior period working, stage division along with key problems to be solved, also puts forward some experience and consideration about using three standards in practice.
