人口生育问题与落实计划生育政策的策略选择——以广东省潮汕地区为例

Strategy Choice on Population Fertility and Implementation of Family Planning Policy:Chaoshan District in Guangdong Province as an Example

长期以来,潮汕地区的生育文化与我国的计划生育国策之间存在着认同程度不高的现象,所以在落实计划生育政策过程中,决定了潮汕地区实现的低生育率水平不是依靠人们自发的生育意愿形成的,而是通过政府实行"超经济水平的强制"作用下实现的,这意味着当下政府实行计划生育奖励的利益导向机制尚未有效到位的情况下,行政强制提前退位容易激发起村民急于多生育的渴望,人口政策计划外的"超生"可能还会出现反弹的危险,需要引起警惕。

Over the years,the low acceptance exists between the Chaoshan District of the fertility culture and our country＇s family planning policy.So the process of implementing the family planning policy has determined that the Chaoshan District of low fertility levels does not rely on people＇s spontaneous fertility will,but by the Government to implement＂super-economic level of the mandatory＂,which means that the interest-oriented mechanism of family planning incentives implemented by the Government has not yet effective impact,under this circumstances,weakening of administrative enforcement easily give rise to villagers eager to have more children so that unplanned children of population policy have the risk of rebound which need cause our alert.
