农村义务教育经费效率缺失问题研究

Study on the Inefficiency of Rural Compulsory Education Funds

近年来,国家实施了一系列的政策和措施以保证农村儿童平等受教育的权利,但是,在加大农村教育财政投入、实现城乡义务教育均等化的同时,却忽视了农村义务教育经费效率缺失的问题,这严重影响了农村义务教育的健康发展。因此,应通过精简教职工队伍、调整农村中小学布局、加强学校资产管理、完善学校财务管理制度、加强义务教育经费监督等措施提高农村义务教育经费的使用效率,发挥其最大作用,为农村义务教育的发展提供坚实的物质保证。

A series of policies and measures to ensure the right of being educated of rural children have implemented.However,while increasing the finance input of rural education to realize the equalization of urban and rural education,we ignore funds inefficiency of the rural compulsory education,which effects the healthy development of rural compulsory education.Therefore we should downsize staff,adjust elementary school layout,strengthen financial asset management,perfect management system,and strengthen supervision of duty so as to improve the service efficiency of funds to make the limited funds of rural compulsory education to the maximum and give solid material guarantee and balanced development to rural compulsory education.
