摘要
高校和谐劳动关系是指在建立起有效的劳动权益保障机制和劳动争议处理机制的基础上,高等学校作为用人单位同其所聘用的教职员工之间在实际劳动过程中所形成的规范有序、公正合理、互利共赢、和谐稳定的社会经济关系。它不仅是整个社会经济关系的重要组成部分,而且有示范意义。构建高校和谐劳动关系不仅要依靠政府、高校、工会、教职员工和社会共同努力,还需要有高校自我约束、教职工权益保障、争议处理、社会保障等机制。
Harmonious labor relations in HEIs refer to the social and economic relationships that are formed in the course of educational labour of universities’ staff and characterized as standardized and orderly,just and reasonable,mutually benificial and harmonious and stable between colleges or universities acted as employer units and educational staff who are employees based on the effective establishment of mechanisms to protect labor rights and to deal with labor dispute.It is not only an important part of the whole social and economic relations,but also has exemplary significance.Constructing a kind of harmonious labor relations should not only rely on the joint efforts from government,universities,trade unions,staff and community,but also need relevant mechanisms of universities’ self-discipline,staff’ rights protection and social security.
