明确"管小案"的刑侦工作方向,是贯彻落实公安部提出"既要破大案,又要管小案"重要精神的一大举措,也是基层公安机关践行执法为民、关注民生、回应群众期待的具体体现。当前基层公安机关在一定程度上存在着重大案轻小案、抓大放小、顾此失彼的问题。因此,在刑侦工作新的理念指导下,公安机关必须转变思想,在对大案"克难攻坚"的基础上,反思以往小案的侦办方式,重新规划理顺"管小案"的基本思路,不断实践和总结出管好小案的具体方法和有效手段。

Administrating the minor offense is in accordance with the slogan that the criminal investigation should not only crack down on felony but also administrate the minor offense.Considering the public security bureau don＇t attach more importance in the minor offence recently,we must change the view,and find out the right and specific approach to administrate the minor offense to satisfy the public and realize the society stabilization.
