摘要
现代国际体系中的权力是一个永恒的话题,全球化的兴起与深化极大地改变了权力的内容与形式。全球化时代表现为分散化和无形化的权力改变了外交的方式和内容,为公共外交这种新的外交方式的兴起和发展提供了条件和理论支撑。公共外交作为一种"赢得心灵与观念"的重要手段,成为全球化时代构建国家认同的重要平台。公共外交不仅有利于国家自我认同的展示,而且可以促进与他者的认同,并对国际社会共有观念的形成起着积极的作用。
Power is an eternal topic of International Politics. The content and form of power are changing continually along with the transition of international political and cultural situation.Decentralization and dematerialisation are the major features of power transition in globalization era.They have changed the form and content of diplomacy and supported the rising and development of public diplomacy.Public diplomacy is an important method to win ＂hearts and minds＂ and construct identity between states.Public diplomacy can display self-identity,promote identity with other states and shared ideas of international society.
