Anhui is not listed among the first batch of pilot provinces in China’s profound reform of cultural administrative system. It, however, doesn’t feel content to be a passive sideliner in this extensive combat of boosting cultural industries. Implementing a "colonial development" strategy, Anhui has built over the past five years a corporate army pioneered by five leading cultural enterprises, two of them being listed companies, and carved a niche in the cultural restructuring.
