我国归侨安置法制的反思与完善

Reflection on China's Laws on Placement of Returned Overseas Chinese

归侨侨眷能否融入国内主流社会是检验安置政策的根本标准,由是观之,我国此前的归侨安置政策不尽成功。现行归侨安置法律存在安置内容不明确、社会保障范围窄、忽视融和的核心地位等问题。完善归侨安置法制需要贯彻"促进融合"方针,采取提供融合课程、澄清法律歧义规定等举措。

Whether the returned overseas Chinese can integrate into the mainstream society is the fundamental criterion for testing the resettlement policies for them.From this perspective,China's previous policy for placement of returned overseas Chinese was not very successful.There are a number of problems in the current law on resettlement of returned overseas Chinese: lack of clarity in content,narrowness in the scope of social security and the ignoring integration as the core.Improving the legal system for resettling returned overseas Chinese involves implementing the policy of promoting integration,adopting integration practices,and clarifying ambiguous legal provisions.
