在袁世凯独裁专制野心逐步彰显时期,杨永泰以《正谊》杂志为阵地,对袁世凯意图走向独裁专制的政策进行同步揭露和评判。在这一过程中,其民主共和思想在对政治会议、"新约法"等独裁工具的抨击和其独特的倡导共和思想中得到淋漓尽致地体现。同时,杨永泰还切中时弊地提出了"施以根本之疗治"的宪政改革思想,以救国御侮。杨永泰的民主共和思想成为反对袁世凯独裁专制的舆论阵营中的重要力量,该时期的民主共和思想与其后期倾向独裁统治的思想形成鲜明对比。

Yang Yung Tai is a mighty republican political figure.Taking the'Zhengyi'magazine as the position,he exposed and critisized the policies put forward by Yuan Shi-kai who tended to have autocratic rule.In the process of expressing his ideas of political meeting and critising the New Testament law,his republican ideas become apparent.At the same time,he raised the fundamental constitutional reforms in an attempt to save the country.His republican ideas were the important source against Yuan Shi-kai's dictatorship.
