An Analysis of Time Cost Management in China's Public Policy-making

公共政策制定的时间成本是公共政策制定成本的重要组成部分,也是目前我国公共政策分析及政府行政管理中容易被忽视的环节。本文试图对我国政府公共政策制定过程中时间成本管理的重要意义、成本计量、管理现状及其干扰因素进行分析,并从机构改革、制度、观念、程序、技术等角度出发提出了相关建议,以期对提升我国政府的公共政策制定的效率和能力有所裨益。

The time cost management in public policy -making is an important component of the cost in public policy -making, it is also one key process that can be ignored easily in the public policy analysis and public administration of our government,This paper tries to analyze the significant meaning, cost measurement, management actuality and interference factors on the time cost management, and give some relational advices from the organization reform,institution, conception, procedures, technol- ogy points of view aimed at improving our government efficiency and capacity in public policy - making.
