In the information era, as the basic fight of citizen endowed of Constitution and an important expression of modem political civilization, the network supervision is the powerful promoting platform for consummating social regulation ; it＇s very impor- tant to expand positive effect of network supervision , at the same time, to inhibit the negative effect actively; to achieve civil political participation of network orderly depends on the establishment of perfect laws and regulations and the promotion of the network construction of the legal ethics. The government sectors and civil servants should treat the network public opinion kindly, reform and innovate the government＇s measures of information dissemination and management timely, thus correctly induce them to play positive functional roles in building responsibility for comprehensively understanding the principal forms and means of network.
