阐述了区域森林资源预警系统的哲学基础，主要涉及辩证唯物主义和历史唯物主义，重点论述了质量互变规律。
This paper expounds philosophical base of regional forest resources early warning system,includes dialectical materialism and historical materialism.The relationship between qualitative and quantitative exchange law,unity of opposites law,negatives of negatives law,and regional forest resources early warning system is discussed too.
