摘要
阐述了区域森林资源预警系统建设和实施的制约因素，并就预警意识。
The paper expounds the restrict factors of regional forest resources early warning systems construction and implementation,and puts forward relative countermeasures of three key restrict factors,such as early warning consciousness,early warning organization and early warning data etc.
