摘要
"COE计划"是在高等教育市场化背景下,日本政府为创建具备国际竞争力的世界一流大学而实施的科研基地建设资助金计划。它是通过第三方评价和对资源的竞争性调配,将市场机制引入高等教育领域的日本大学教育管理体制改革的一项重要举措。
Under the background of higher educational marketization,COE Program was established by Japanese government to provide funding support for creating world-standard research and education bases in Japanese universities in order to create the world-standard unversities with the international competitiveness. By means of third-party assessment and competitive resources distribution,this program,as an important measure,has led market mechanism into the educational management system reform in Japan＇s higher education system.
