农民工失业保险制度研究

Study on the Unemployment Insurance for Migrant Workers ——Based on the Social Survey in Hebei Province

随着中国工业化、城镇化进程的加快,农民工已成为城镇劳动力中不可或缺的一部分,且比例不断上升。然而在市场经济和社会化大生产背景下,农民工同样面临失业风险。本文在社会调查的基础上,阐述农民工对失业保险制度的潜在需求,指出现行失业保险供给制度与农民工的需求不匹配,进而构建适度农民工失业保险制度框架体系。

As China＇s industrialization and urbanization process are accelerated,migrant workers have become an integral part of the urban workforce,and their proportion in the total has been rising.However,in a market economy and large-scale socialized production production,migrant workers face the same risk of unemployment.On the basis of social investigation to explain the unemployment insurance system of migrant workers to the potential demand,this paper points out that the existing unemployment insurance system does not match the needs of migrant workers,and then build an appropriate institutional framework of the unemployment insurance system for the migrant workers.
