本世纪７０年代以来的国际经验表明，发展中国家的金融自由化经历坎坷。问题的关键不在于该不该推行金融自由化，而在于推行金融自由化的这些国家是否具备相应的条件。金融自由化需要良好的宏观经济环境和微观基础作为先决条件；此外，对国内金融自由化来说，还需要金融约束的先行完成，而对外部金融自由化来说。

Abstract Worldwide practice since 1970s points out to the roughness of the path of financial liberty in developing countries.The point is not whether financial liberty is justified in these countries,but rather,whether they are ready for it yet.Generally speaking,the prerequisites for financial liberty include an optimal environment of macro economy and micro foundation.In China's specific situation,however,there are additional pre requisites.It is required that regulations of financial restriction be set up in advance for domestic financial liberty,and freedom in foreign trade and domestic financial liberty be established for realization of external financial liberty.
