Contingency macro-forecast of ocean and fishery in Guangdong

海洋与渔业突发公共事件应急管理是国家突发公共事件应急管理的重要组成部分。面对日益频发的各种海洋突发事件,本文立足于广东省海域系统,运用管理学理论和规范研究的方法,以广东省海洋与渔业系统各类应急预案为基础,系统地分析和建构了广东省海洋与渔业总体应急预案及其管理体系,希望对其他地区的海洋与渔业或其他领域的总体应急预案建设有所助益。

The contingency management of the communal affairs of ocean and fishery is a major constituent of the contingency management of Chinese communal affairs. In the face of frequent ocean contingencies, this paper established in the sea-area system of Guangdong Province and systematically analyzed and constructed a contingency forecast scheme as well as a management system for Guangdong ocean and fishery by applying the theory of management and the methods of normative study as well as on the basis of the different kinds of contingency forecast of Guangdong ocean and fishery. The author hopes that it will help for the construction of ocean and fishery contingency macro-forecast in other sea areas and fields.
