The Practice and Enlightenment of the Foreign Innovation Policy Evaluation

创新政策评估可以实时跟踪检查现有政策从制定、实施到收效的全过程,形成的反馈意见对后续政策的制定具有重要意义。首先从对创新和创新政策的新认识入手,重点介绍OECD和欧盟的创新政策制定实施情况及其创新政策评估实践,最后在梳理归纳这些发达国家和地区创新政策评估的基础上,总结一些业已成熟的经验共识,希望为当前我国经济模式转型期间创新政策的制订和评估提供借鉴和启示。

By evaluating the innovation policies,we can check the situation of the existing policies and the feedback is of great significance to make subsequent policies. This paper firstly introduces the new understanding of innovation and innovation policy,then introduces the innovation policy evaluation practices of OECD,EU,Britain and Germany,and finally summarizes some experience for reference. We hope that all the experience will serve as reference and enlightenment for our country.
