我国政府设立创业投资引导基金对于弥补我国市场缺陷、推动创业投资产业的发展,具有重要的现实意义。政府导向型创业投资引导基金的绩效考核评价指标体系必须体现其政策效应,具体包括政策产业导向指标、政策支持方向指标、杠杆效应指标、基金价值指标及风险控制指标。界定指标及定量计算为量化考核提供依据。本指标体系设计可用于政府导向型创业投资引导基金运作绩效的考核。

The Government of our country has set up venture capital guidance fund,which has important practical significance for making up market failure,and promoting the development of venture capital industry.The evaluation Index System for the effect of the government-oriented Venture Capital guidance fund should reflect the effects of policies,including industry-oriented indicators,direction indicators of policy support,indicators of leverage effect,indicators of fund value and risk control.We define the indicators and quantitative calculation to provide a basis for quantitative assessment.The evaluation index system can be used to evaluate the performance of the government-oriented venture capital guidance fund.
