职业教育发展经费保障机制研究

Study on Capital Assurance Mechanism for Development of Vocational Education

经费投入制度是国家调控职业教育的重要手段,也是职业教育获取充足教育经费的重要保障。建立职业教育经费投入的保障机制,应明确各级政府对职业教育投入的责任,完善职业教育管理体制和机制,建立职教师资工资分配和激励机制,建立职业教育公用经费保障机制,完善技能人才培养成本分担机制,进一步健全扶贫帮困助学机制。促进职业教育经费投入增长的举措包括,促进职业教育投资行为法制化和具体化;加强宏观调控,提高预算内教育经费比例;加强对经费相关政策落实情况的监督和检查;采用适当的经费拨款模式,缩小地区经费差距;全面推行目标管理和项目管理,提高经费使用效益。

Capital investment system is an important measure for adjusting vocational education of the country and important assurance for acquiring adequate funds of vocational education.To build assurance mechanism for capital investment of vocational education,the government should clarify investment responsibilities,optimize management mechanism and system,build salary allocation and inspiration mechanism for teaching staff and public capital assurance system,optimize cost contribution mechanism for skilled talents cultivation and assistant mechanism for disadvantaged students.The measures for increasing capital investment include：achieve legislation and concretion of investment for vocational education;strengthen macro-adjustment and increase proportion for budget of education;intensify monitoring and examination for implementation of relative capital policy;adopt suitable funding model;reduce the gap of vocational education capital between different regions,etc.
