The top-level design focus on the close integration of planning design with actual demand,emphasize the exact positioning of design objects,structural optimization and functional integration,which have the characteristics of integrity,scientificity and execution. To reflect on the talents cultivation mode based on top-level design thinking,and the conclusions are：the basic point of personnel training mode reform is students to be talents,its basis is cooperation with enterprises,its starting point is the combination of working and learning,and its platform is the specialty construction.
