The Institutional Evolution of Internal Governance in Japanese National Universities

自明治维新时期建立第一所近代意义的大学以来,日本国立大学内部治理经历了"二战"前、"二战"后和法人化后3个制度发展阶段。从每个阶段的特点来看,"二战"前在惯例上确立了学部教授会自治;"二战"后在法律上确立了学部教授会自治;法人化后加强了校长权力。

Since the establishment of the first modern university, internal governance of national universities has experienced three development phases. There are different characteristics in each phase. The first phase is pre-World War II. In this phase, the convention of faculty professors＇ autonomy was created. As far as the second phase which means post-World War II, the faculty professors＇ autonomy was legally established. During the third phase which refers to after the reform of corporation of national universities, the power of university presidents has been reinforced.
