四川省高等教育质量保障体系建设探析

质量是教育的生命线。关注质量,保障质量,是20世纪80年代以来世界高等教育改革发展的共同主题。构建高等教育质量保障体系,实行全面质量管理,对推进四川高等教育又好又快发展具有重大意义。构建四川高等教育质量保障体系,必须转变质量观念,牢固树立多样化、科学化的现代高等教育质量观;发展多元主体,积极发挥政府、学校、社会对高等教育质量保障作用;加大投入力度,推动高等教育质量保障体系建设健康高效运行;加强制度建设,为高等教育质量保障体系提供支持性政策环境;重视理论建设,促进高等教育保障体系建设的科学化发展。

Quality is the lifeline of education.Since 1980s,the common theme of reform and development of higher education in the world is focusing on the quality.Construction of higher education quality assurance system,implementation of total quality management can promote sound and rapid development of higher education in Sichuan.We must change the ideas of quality,firmly establish the diversity of the modern scientific view of higher education,develop multi-subject,exert the role of governments,schools and society,devote greater inputs to promoteing higher education quality assurance system.And we shoule also strengthen the system construction to provide a supportive policy environment for higher education quality assurance system and pay attention to theory-building to promote higher security system of scientific development.
