摘要
义务教育学校教师绩效工资政策目标包括价值要素和事实要素。在政策落实过程中,面临绩效工资财政资金保障机制不完善、基础性绩效工资的分配体现绩效不够、奖励性绩效工资的考核缺乏经验以及政策之间的累积与延续等问题。要通过密切政策之间的相关性,明确各级政府的财政责任,更加强调省级统筹,把绩效考核的过程变成学习和实践现代教育思想的过程,完善绩效工资政策。
The objectives of the merit pay policy for compulsory education teachers include the value factors and the factual elements. In the process of policy implementation, there are many problems such as imperfect security mechanism of the merit pay funds, inadequate performance of basic merit pay, inexperienced evaluation award of merit pay, and the accumu- lation and continuation among policies. Government~ financial responsibility should be clear and provincial plans for entire project should be strengthened by keeping correlation among the policies. Merit pay policy will be perfect through turning the process of performance appraisal into learning and practicing modern educational thoughts.
