This paper summarizes the significance of sci-tech novelty retrieval work,analyzes the factors influencing the quality of electrical sci-tech novelty retrieval project from user,novelty retrieval personnel and database,and puts forward some concrete measures for improving the quality of retrieval in order to provide the reference for improving the retrieval quality of electrical sci-tech project.
