21世纪是海洋世纪,海洋所蕴含的丰富资源以及海洋国土的战略地位使得世界各国纷纷重视海洋,然而,人类海洋活动的增加却导致了海洋生态安全问题日趋严峻。随着全球化时代的到来,尽管某些国家之间存在着一些分歧,在某些领域存在着利益冲突,但是生态环境安全方面的博弈则是双赢甚至是多赢的,在生态安全重要性方面各国取得了共识,并采取了一些措施。本文从安全观念演变出发,对海洋生态安全进行了介绍,并分析了海洋生态安全对国家安全和国际关系的影响。

The 21th Century is a maritime century. The rich resources abound in the ocean and the strategic position of the maritime domain make countries all over the world pay much attention to the ocean. But the mounting of human＇s maritime activities also leads to the threat to the maritime ecological security. With the coming of globalization period, despite there exists a certain disagreement and there are conflicts of interests in certain field, rivalry in the field of ecological environment security is having dual winners or multi winners. This paper starts from the development of the idea of security, make an introduction of the maritime ecological security and analysis the trend of international cooperation in the field of maritime ecological security.
