Research on Engineering Cost Consulting Companies' Countermeasures under 2008 Code of Valuation with Bill Quantity of Construction Works

建设部于2008年7月9日发布《建设工程工程量清单计价规范》GB50500-2008(08规范)。发、承包双方应承担的风险相对于03清单规范有了较大的变化。这对于工程造价咨询单位来讲,是一个巨大的挑战。本文把2008工程量清单计价规范同03清单规范相比较,说明了工程造价咨询单位面临的形势和目前的状况,并提出了对策。

Ministry of Construction released the code of valuation with bill quantity of construction works on July 7, 2008. （GB 50500-08 ） There is a big change in the risks shouldered by contractee and the contractor compared with that of 2003 code. This is big challenge for engineering cost consulting companies. Comparing the 2008 code of valuation with bill quantity of construction works with that of 2003, the paper explains the situation faced by engineering cost consulting companies and the present situation and puts forward the corresponding solution.
